Dead fish

Hey, I have a question about what happens when a fish dies. Sometimes the fish float to the top of the tank while sometimes they're at the bottom when they die. What determines which way the fish goes when it dies?

bottom first - then as it starts to decompose the gasses will start to build up and it will float
