Ok I don't have water test for this, but I am guessing this is what the problem is going to be.
I have been out of town for 3 weeks for work, and I get a call from my roomate who is taking care of my fish saying that my German Red Peacock was dead. He said that he has a white film over his eyes. I have not added a fish in over 6 months.

Could this possibly be an illness of some sort? I am thinking that it is water quality since I haven't changed it in over 3 weeks.

I told my roomate to put a capfull of Prime in the water, and that I will change the water when I get home today.

What do you guys think? The whole cloudy eye's have got me wondering.

Cloudy eye can be a condition that fish get from poor water quality, which seems like your problem. So i suggest doing a good water change and just be sure to watch your fish carefully. If you find other fish with cloudy eye you could consider treating with a bacterial medication.

API Triple Sulfa Treatment

You can find that at any petsmart usually, or other LFS. Always try water changes first, but if you think you may need to treat you can try that medication, as I have found API's products in that line to be very good!
