if i cycled my filter in my small 10gallon tank then switched it over to my bigger tank on the day that i was getting fish would the tank i change the filter too be cycled?

Pretty much all of the bacteria you're building up live in the filter media, so you should be good.

People often get the tank & filter confused. You are not cycling your tank. You are building up a colony of benificial bacteria in the filter. So it is the filter that cycles, not the tank.
