Hi,
 
The instructions for cycling say when you are 0 ppm do a large water change. How do I treat the water I'm putting in? Do I use Tapsafe or something like it?
 
It just seems that I've done all that waiting and then I'm chucking in a new lot of water.

You can use any dechlorinator. The large water change is needed at the end of a fishless cycle to reduce the nitrate, which builds up over the cycle as the ammonia is broken down.
 
Don't forget, it's the filter media that 'cycles' (grows a colony of good bacteria), not the water, so as long as you make sure the new water is warmed and dechlorinated even a 100% water change would not affect your cycle.
