Cycling Process And How Long?

I just got a bowed front 28G tank today and was wondering if I was to add more then enough Cycle speed up that it would indeed speed up the cycling process and I would be able to add fish faster? Would it be ok to add some live plants into the tank while it is cycling? Is there something that I can do to speed up the cycling proess?
 
What brand is this "cycle speed up"?

And yes i believe plants are ok while cycling the tank.
 
If anything biospira is a product that would work. Best bet would be to get some cycled filter media, and bring the temperature up to the mid to upper 80's.

Thats what i thought it may have been but i cant see where adding more will help.

And isnt the biospira supposed to have the tank cycled in a day or two i dont know where i heard that i may just be pulling it out of the air. (my mom always told me i was very imaginitive/special :p:p)
