Cycling A Tank With Less Ammonia?

Right now I am in the process of cycling my tank. I put in about a teaspoon of clear ammonia about a day ago. After doing a test, I only got 2ppm of ammonia. I understand from reading that fishless cycling thread that you need about 5ppm. Should I wait until the ammonia level goes down before I add more, or should I just add more now?
 
You can cycle a tank with less than 5 ppm, but the idea behind using 5 ppm is that it boarders on the maximum amount that the bacteria can handle, and will generate a colony large enough that you can fully stock your tank when done.
