Does anyone know that by keeping Copper cups in a hard water it softens the water....some one was using it...so thought if it a normal practise or not.

:dunno: Never heard of it before [ been keeping fish sinse 1971] ,so I'm not sure if it can be done safely............copper is a key ingredient in many parasite medications that can also be harmful to some fish [ many ]................I myself would pass on it , and find another way to soften water , if that is your goal ? :)
 
Since Copper is less reactive then Calcium or Magnesium, it doesn't seem very likely it would remove them from solution. Copper Carbonate is insoluable in water, so if a Carbonate ion reacted with a Copper atom, it would be removed from solution, however, that reaction is most energetically unfavourable.

I think what we are looking at here is an "old wifes tale". It is the first time I've heard it.
