Commets grow to about the same size as commons, and like all single-tail varieties, would be best kept in a pond. You could certainly grow one in a large tank for a while, but eventually it would almost definately need to be moved to a pond.
Also, you really shouldn't keep goldfish singly. They are a highly social species and do best in at least pairs.
If you want to keep goldfish in an aquarium, might I suggest some of the smaller fancy varieties?
