If not a blow torch, wire brush and pneumatic drill are good back ups.Vinegar works for hard water stains, a 20:1 mix of water & bleach works for disinfecting. Rinse thoroughly afterwards.
For incredibly nasty tanks, nothing beats Sno-Bowl toilet bowl cleaner. It's concentrated hydrochloric acid. Do this outdoors with ventilation, and wear heavy rubber gloves, goggles & long sleeves. Go easy around the seams & rinse it like you've never rinsed anything before. Do not skimp on the ventilation & safety gear. The fumes will burn your lungs, and it will remove skin.
