Where is it broken? Did you just get it or have you used it? If you just got it I would take it back. If not then I don't know. Maybe if the bubble just went up to the next step in the ladder it wouldn't matter to much. Won't know unless you try it.
I'd certainly try to fix it if you can. The bubble might jump to the next step but also there's a chance that it might jump out and miss the next step and just float to the top.
