first of all that is a diffuser (it is like an air stone except it produces finer bubbles). What you need is a CO2 system/ cannister (the 'air pump' section). This can be from a pressurized system, liquid carbon, or a feremntation system.

you measure CO2 with a drop checker (see guide in my signature).
It might be another reason why your plants are dieing, so if you can list:

tank size
lighting (T8/ T5 and wattage)
plant species
which fert, how much, and when?

after reading that it changes pH and yadda yadda yadda i think ill just take the plants out of my tank.
the only plants i know the name of are the anubias and the water lily and they both apear to be doing fine.
 
there's nothing wrong with the pH changing. It only decreases by 1pH max.

And plants dont necassarily need CO2, that is dependent on the lighting level. Higher lighting means more demand for CO2.

Anubias and water lilies are easy plants to care for, the others you may have might not be aquatic, or they may need higher lighting, this mainly applies to red plants. If you want to carry on with plants, i would suggest these that will do fine with flourish, and no CO2:

anubias
moss balls
cryptocoryne species - these may go through a phase of "crypt melt" when first introduced but they grow back :)
java fern
egeria densa (pond weed) - you cant go wrong with this!!
