Cloudy Water

I have my male Betta, Alan, in my 16L tank, and the water is quite cloudy...
I have a sponge filter running, and it doesn't seem to help...
The water has a small amount of salt in it, recommended my the fish shop, and has an in-tank heater running at 25*C/77*F.
Water changes work, but only for about half a day, then it is cloudy again.
I haven't noticed any disease on my Betta, so I'm not quite sure what the problem is...
 
How long has the tank been set up? Was it cycled prior to adding the fish? Sounds like a bacterial bloom, also the salt is not necessary so don't add it in the future.
 
As SBS said it sounds very much like a bacteria bloom, salt is definately not needed for bettas (although is handy to have on hand for certian illnesses)

Would some live plants help clear up the water?

The food I use doesn't cloud up the water, and I always pick up all uneaten bloodworms, poop etc of the rocks.

Ok, so salt isn't needed, would that happen to be the cause of my Betta not eating a whole lot? Would that make him uncomfortable in the water?
 
Have you tested the water? When my filter broke the other day the water went cloudy and I had a mmassive nitrite spike. When I put the new filter in the water was crystal clear by the morning
