I recently put in some new ADA substrate and it made my water cloudy what is the best way to get rid of this is it water changes or possibly a carbon pack that I can put in my filter. Also how do you plant HC.

The filter should clear it or it'll settle. HC you need to divide into individual stems and plants these. It takes hours and much of it will be floating by the morning but thats the best way. Some people divide the pots into 8/10 portions and plants these, but I tend to find individual stems work best.

ya i found about 15 floating around and stuck them in with tweezers but the water has been cloudy for about 18 hours and still has not cleared I put an old carbon pack in there just to catch the finer material. I just hope eit clears up and I am also afraid that the current from my filter is stirrig it up is there a way to disrupt this like maybe a shelf under the falling water? Any suggestions?

Not really, I've never used ADA soil so cant really comment, but you may be right about the filter.
