Cloudy Water, What Happened

i done my normal weekly change on saturday. Came down this morning and water was cloudy and milky. My betta was acting normal but i took 3/4 water out and replaced it. Done test one it and every thing was fine. inside of the tank there was chalky white substance inside of the glass I normally use a ph buffer and a dechlorine liquid.

i did take the filter out on saturday do you think this turned the water cloudy
 
is it a very big tank? I get this in my tank that has sand in but not in my usual betta ones. they have glass marbles in and the water is crystal clear, with no filters in. :good:
 
specific info as to your setup would help a lot. Water changes in a non-filtered tank need to be done every 4-6 days imo. Although, knowing your tank size, filter type, and anything else you can provide will speed up the answer to your question. (btw, water clear ((or similar products)) is a good product in a filtered tank).
