Cloudy Water During Cycling

I'm currently cycling my second tank and the last couple of days that water in it is a bit cloudy. From my first tank experience (wasn't fishless cycled) I know that the cloudy water is caused by bacteria.

What I want to know is, is this the friendly bacteria that I want inside my filter or is it something else?

Well all I know about the bacteria is that its a bacteria bloom and I suppose its good but wait for someone more knowledgeable to tell you about that. Why don't you just clone this new tank? Thats what I just did yesterday with my 55g and I was able to skip the whole cycling process and I already put all the fish from my 20g into it.
 
Oh sorry. Cloning a tank is when you already have a tank that has been running for several months then you take the filter from the tank that has already been running and place it in the new tank and then you also add some gravel from the old tank (if its the same color and every thing) and put it in the new tank. Then wait for about half an hour then add your fish. Are you planning to put the fish from your other tank to the new one?
 
I've already put a small amount of gravel from the mature tank in. With regards to the filter, what then filters the mature tank for half and hour or will it be alright without?

No, i'm planning on putting in new fish in the new tank.
 
The bacteria bloom is perfectly fine and normal. As for cloning a tank, the best way to do it is when you get the new tank set up, take some of the filter media from the filter of the old tank and add it to the filter of the new tank. You don't actually move the filter itself. If you have HOB filters, you can insert the new filter cartridge/pack into the running filter on the established tank for a week or so and allow it to pick up some bacteria and then move it to the new filter. Either way, you have moved good bacteria into the new tank and jump started the cycling process.
