Cloudy Then Pop-eye In Young Golden Gourami.

Has been a few days now, just one eye. It was cloudy at first but not swollen. Now it's popping out too. No other fish in the tank affected. Also he's sitting on the bottom a lot but is eating okay. Googled and read either water quality or internal bacteria. Did water change Sat. but is worse ie pop-eye now! Is Interpet No.9 Anti-Bacteria worth trying, as my dealer says now?
