Cloudy Tank May Be Due To Plants?

I have a 29 gallon with a few plants and latley the water seems to cloud up slightly over time. I am having a bit of a algae problem but I have my light off to take care of that hopefully.

Can plants cloud water at all? Maybe decaying leaves or chewed leaves?
 
No plants will not cloud the water. The tank maybe needs more water changes/more filtration or is having a bacterial bloom.
 
I have all aquatic plants. I have sand as a substrate but this cloudiness is very recent for some reason. It used to stay crystal clear. I switched filters to from a HOB to a Rena xp4 and after about a month the tank started to cloud up. I thought maybe it was ammonia or nitrite but thats all zero.
