Cloudy Fish Tank

Today i set up my 60 litre fish tank. Ive set everything up and added all the chemicals reccomended and checked that it is at a stable temprature (26 degrees celcius). The problem im having is that the tank looks really cloudy like a milky sort of colour and wondering if this sort of thing is normal when setting up. also when do you reccomend i add fish and how many at first? 
 
Any information will be greatly appreciated.

Almost looks like a bacterial bloom, but of you have just set up the tank it is probably unlikely. Is that sand substrate? If so, it could just be small sand particles which need settling. I would read the information as suggested above and wait a day or two to see if the water clears up.
 
I recently set up a tank and it did exactly the same thing, it got cloudier and clourider after the water went in and the filter started to run and this was before the ammonia went in. I thought it was never going to clear up but suddenly after 2 to 2&1/2 weeks it suddenly cleared up over the course of 2 days. So don't worry.
 
You'd need to cycle the tank first if you don't want dead and sick fish, unless you are willing to do daily 50-70% water changes for the next two months. The guys have given you nice links to read about nitrogen cycle.
 
The cloudiness is more likely due to your substrate. Did you wash it?
