Cloudy Brackish Water And Strange Puffer Fish Behavior

I have a Green Spotted Puffer, I started him out in freshwater and then began to transition him into brackish water. The water seems to be cloudy and can't clear it up, this only happened as the SG increased. And also the puffer is only hiding under a rock bridge. He really hasn't been coming out much. He seems to turn bit brown once and a while and has some grey spots on its belly, that go away when he comes out of the bridge. Is this normal of Puffer fish? The tank is 12g and he is the only fish. The SG is 1.008. Any ideas what could be going on here?

Edits: The water has finally begun to clear up now. But my puffer is still is getting the grey belly when he lays down, and goes away when he is swimming or someone enters the room and gives him some attention. Is this normal?

That tank is really too small, many recommend 30(US)G per GSP. Puffers bellies get darker when they rest or sleep but it can also be a sign of distress. Your cloudyness could be a bacterial bloom suggesting excess nutrients in the water column. Without knowing more you could have an uncycled tank - how long ago did you set up your tank and how did you cycle it? How long has the puffer been in there? Have you tested for ammonia, nitrite and nitrate? What are the results?
