Cloned Tank Advice

i have just set up new tank, at the moment just heating the water and using lots of airation and have added water conditioner. I am going to add a fully matured external filter from another tank, but just abit worried about when i should add the filter as i dont want the chlorine from the tapwater killing the bacteria in the filter, how long should i wait to add the filter after adding the tapsafe conditioner?

5 or 10 minutes should be more than enough. When I add meth blue to a hatching tank with an airstone it takes all of a couple of minutes for the blue to evenly distrubute through the tank. Give the tank a good stir with your hand, and add the filter, dechlorinator works almost instantly.
