How do I make sure I don't carry in any snails or other unwanted critters to my tank with new plants. I am considering starting a planted tank.

just give the plants a rinse and you should be ok.

try ordering your plants from the mail order companies
IME they tend to be snail free - IIRC some of them even promise to be snail free
