I acquired a free glass 10 gallon tank. Only problem is, it has white residue from hard water all over the sides. It's like this chalky white film. It tried scrubbing it with an algae pad, but no luck. It's bad enough that I can't even get the suction cups on my heater to stick to the wall of the tank.

What's the best way to clean it to get all that crud off?

Sounds like limescale which can be scraped off or you could use limescale remover (Vinegar will also do this). If you go for the limescale remover, you will have to rinse, rinse, rinse and when you have rinsed enough, rinse it again.
