I checked my town water supply online, and I tested it as well. The level of chlorine is .45ppm. Is this enough to kill off all the bacteria that I want(nitrite, nitrate)? I let it sit out for a while, and it will dissipate, but what if I add it directly from the tap?

What I'm asking is that, if I leave the water out for a week, chlorine will dissipate right?
 
Chloramine doesn't dissapate, all city water supplies use it now, unless you are in some 3rd world country. Use the dechlorinator, it's safer, as well as easier.

Alright,
I have RES in there now, so I don't need dechlorinator.
But before fish go in, I will add dechlorinator.
