Cheap External Co2 Reactor Or Ceramic Diffuser?

Depends on the tank I guess.

But I would always use a ceramic diffuser now, they work very well and are generally not expensive. The also take up little space and look quite nice.
 
Diffusing CO2 in to micro bubbles using a ceramic diffuser is considered the more efficient method. You have pure CO2 bubbles coming in to direct contact with the plant leaves, but you have CO2 bubbles blowing all around the tank which may not be to your taste.

I use a CO2 reactor on my 60l and am very happy with it. No bubbles blowing around and one less piece of hardware in the tank, not that ceramic diffusers are eyesores.

It could come down to aesthetics against overall efficiency, but both methods will get the job done.
