Hi, i have a hob filter and there is a "filter bag" that is white and has the stuff in it and the white isnt so white anymore. when is it necessary to change?

whenever you feel it should be changed.. If it is really dirty, you may want to rinse it under a tap (or even better, rinse it with water from the tank).

Just rinse it in some old tank water the next time you to a water change. A well loved filter will be a bit brown and dirty.

But it has your beneficial bacteria in so you you don't want to replace an entire filters media at once.

It depends on if you run carbon or not, or want to.

I have an HOB filter for my Oscar tank. I don't run carbon at all, unless I'm removing medication. So, my filter pad for my HOB gets squeezed twice a month. It removes all the mess and still leaves the bacteria.
