Changing filters

I have a sponge filter in my 29 gallon community tank and it is not working well enough. I have had it in for a little over 2 months. I used to use a hob filter, and when I switched over to the sponge filter I hid my hob filter media in a decoration. How should I change filters? I have too many things plugged in already, so I can't run both filters. Should I just leave the sponge filter in while it's off, and put the old media back in the hob?
 
How customisable is the HOB - can you cut up the sponge and squeeze it in the HOB?
 
That's what I've done whenever I changed a filter - persuaded the old media to fit inside the new filter. If the sponge will fit alongside the media that's supposed to be in there, that's a bonus.
 
While outlet count may be an issue almost nothing related to fish draws much power.
 
I'm interested to know why the sponge filter is not "working" in the 29g?
