Im using crushed coral in my external filter to buffer the Ph up, its around 7.6 - 7.8. Looked on the internet for the correct Ph for this puffer but different sites are saying different things, anyone got any ideas?

So long as the pH stays above 7.5, you should be fine. I'm assuming that by Ceylon puffer you mean the Sri Lankan variation of Tetraodon fluvialitis. These fish want anything from 1/4 to full-strength sea water, and adding that much sea salt should take care of the hardness and pH issues for you without any need to add anything else. Even so, it's a good idea to use the crushed coral, just to be on the safe side.
