Cat Litter Coming Up To The Sand

Im doing a fishless cycle at the minute with cat litter at the bottom and sand above that. Now, the cat litter is coming to the top in some places. Will this harm the fish? Will it always come to the top? Whats the best way to get rid? Just gravel vac it up and add some more sand in?

take out the cat litter sand will be fine on its own sand will always go to the bottem
 
Your sand base isn't deep enough in that case, how much cat litter did you put in? (how many CM? and how many CM of sand?)

There is about 1-2 cm of cat litter and about 5 cm of sand? Should i just suck up the cat litter that has moved up and pile a few more cm of sand in?
 
In that tank there will be:

6neon tetras
6 zebra danios
5 glowlight tetras
2 blackwidow tetras
2 dwarf gouramis
2 golden gouramis
2 opaline gouramis
1 silver shark

Then hoping to add some sterbai corys to disturb the sand
