Cardinal Tetra with white spots/marks

Any idea what these white marks may be? Noticed it about a week or two ago. Still eating and acting normal. Thought itch or maybe lice?

It's hard to tell from the photo but do the 'bubbles' have a white thing inside them?

Google dermosporidia and see if the images look the same as your fish. There is some debate as to whther it's a worm or a type of fungus.
