Cardinal Tetra - Sick ? Ideas ?

Hi There i have approx 60 cardinal tetra, about 2 weeks ago I noticed about 5 of them had white marks in various places on their body. The white marks look like grains of salt and they are in various places , some on body some out mouth. At the same time 3 of the 5 have clear bubbles over their eyes, however the eye is not enlarged at all??

LFS said white spot which it really doesnt look like to me. I have treated for white spot/ich/neon tetra disease and there has been no improvement what so ever. It has not spread to any more fish either.

Could anyone please help as I cant manage to diagnose this. Some sort of fungus / bacteria ?

Also what treatment should I use ?

All water parameters are spot on and doing regular 25% water changes.

the salt grains would say to me white spot, you need to post some photos so the guys can see it..
 
Hi , I have seen white spot before and I would say it is not this and also white spot treatment has done nothing. Although salt like in appearance I would say it also looks like tiny bits of cotton, as it looks like they have been stuck on the fish.

I cant post a picture as the tank is too big the picture blurs .. What do the clear bubbles over the eyes indicate ?
 
Fish look very similar to the first photo in the link below......... any ideas please ????
