Cardinal Tetra Dying!

IT IS LYING SIDEWAYS i had transfered in in a large bowl with a lot of water and 1 cap of aqua plus in it, I DONT KNOW WHAT TO DO HELP!

Are the colors faded?
Do you see any physical features wrong with it besides it is lying sideways?
Are you sure it is still breathing?

How big is your tank?
How many fish are in the tank?

Have you cycled the tank?
What are your current water stats?

How often do you perform water changes?

OK HERE IS WHAT I DID, I bought my Tank 2 days ago Filter was on whole night, The next day I bought 5 Tetras, 4 Stick Together, 1 was a loner (very small fish) The Next Day I bought a Plant I put it in and a i bought 3 Ornaments, I washed the Ornaments with tap water than put it in, Few hours later The Loner Tetra that is Tiny Started Lying down on the rocks looking sick. Than Now I took it to a big Bowl with water wihch i put Aqua Plus in I dont know the what your asking but i only know one thing the temperature is 28 degrees

the Fishes Lips are moving the fins arnt moving at all i dont know about the colours its moving the lips really fast lying down sideways..

Did you stimulate the water as i said?
I doubt there is much that can be done....
Don't let hypoxia finish her/him off....

Move the water....
Just a little, put your fingers in and jiggle them about....
Try your best not to scare the fish.
I do honestly think it'll die soon though.

OH MY ####EN GOD I JUST LOOKED AT THE LEFT SIDE OF THE FISH I SEE A WHITE SPOT! ON THE BLUE LINE~!

I FOUND OUT PROBLEM MY FISH HAS A WOUND ON THE RIGHT SIDE OF IT, i cant get a pic cuz my cameras blurry but the blue line is white it looks like a injury or something wat should i do?

it is not a hole i think the water was not fully cycled and it damaged the right side of the skin so it turned white now it is like on the damaged part should i leave it in a bowl with aqua plus for now?
