So I got these for $1 awhile back. I didnt realize they weren't for fish tanks at first, but for dog water bowls. The only ingredients is the carbon and the polyester pads on either side. The same as the fish ones. I am assuming it's safeto use, correct?

Should be, i dont use carbon but its basically the same thing.
 
How are those meant to be used on dogs?

If you have residual medication in the water, do a 75% water change and gravel clean every day for a week to remove it. Don't waste your money on carbon.

Its meant to go in some fancy filtered pet watere. I saw it for 99 cents so grabbed it. It's more for if I'm away and my friend is feeding them at the end of a treatment I can just tell her to pop it in there
 
fair enough, just make sure the carbon remains sealed in airtight packaging so it remains fresh.
 
I have a box full of brand new carbon cartridges still seals that I kept over the years that came with various items I bought like UGF.
