Can't Upgrade Light?

My hood said not to use any wattage higher than 15.
People are telling me 15 watts in a 5 gallon isnt enough light for plants.
What do I do?
I painted the inside of the hood white, not sure if that helps any though.

Painting it white will help. If I where you I would Diy a new hood and use one of those home depot lamps that alot of people with nanos over on plantedtank.net use.

That will mean don't put more than 15w in the existing ballasts. You can add additional lighting or a lamp like garuf said.
