most/all heaters are adjustable, are you turning it up enough? does it have adequate flow around it?

That's strange... Usually the general rule is 1 watt per litre so 150watts should be more than enough for a 60 litre tank.

What is the room temp? Is there any draft/cold getting to the tank?

Also set ur heater a little higher than the temp you want and keep an eye on the thermometer. Once it hits the temp you want you can turn it back down to match the temp you want the water in the tank to stay at

I'd say your termometer is faulty. 150W is more than enough for the tank and the degrees set on the heater should match the termometer closely.

That's a very good point which I failed to see. It's very unlikely to have 2 faulty heaters but a faulty thermometer sounds spot on. Always worth getting a replacement
