canister filter with no surface agitation

You could try the Fluval 304 and simply and place the tubing so the water outlet points away from the surface.
 
I use an eheim 2217 with a spray bar about 3" under the water and pointed slightly down, towards the bottom corner of the other side of the tank. There is no surface agitation from this filter. I also have an aquaclear HOB on this tank, the aquaclear does agitate the surface.
 
Canisters work by exhausting water through an outlet from a hose. It doesn't matter what brand you go with because as long as you place the output below the surface you will get no agitation.

If you're looking for less water movement all around, including under the surface, then the Eheim Classic (2213/15/17) would be perfect for you.

Surface agitation encourages gas exchange to bring the dissolved gases in the water to equilibrium with the gases in the air.

Some people don't want this, mostly people with heavily planted tanks with high levels of C02. The agitation will cause the CO2 to migrate out of the water and into the air, the same principle that brings oxygen into the tank,
 
I have had a Fluval 104, 204, 404 and a Rena XP2 and I can honestly say they are excellent filters.

Fluvals can be fiddly to setup but are alot cheaper than Renas.

Ok, to answer your question, I would suggest the new Rena range as they have the spraybar kit included (an extra buy for Fluvals) which has a little tap on top to adjust the output flow, excellent idea and works very well.

If you can't afford a rena then fluvals with a spraybar facing back onto the rear of the tank works well too - had it in a tank with a betta (which don't like fast flowing water and are usually 'sit there and wait 'till it comes to you' feeders) and he was fine.

Rena as a whole package, fluval with rear facing spray bar for value.

(Build quality on Rena is alot better in my opinion - my personal recommendation)
