Can You Keep Guppies In A 28 L Tank?

No, not in my opinion, Guppy's are active fish, male Endlers would be more suited.
 
Yes Endlers would be great too, provided you enough stuff in the tank for the fish to interact with (plants etc.) then they should be fine being such small fish (you can't really count their tails in the length) plus they do tend to last longer when housed as species only.
 
I keep a breeding colony of guppies in a 10 US gallon tank. That means about 30 litres of water after you account for the substrate. I don't imagine a slightly smaller volume would even be noticed. In my breeding colony, only about half the space in the tank is available for swimming for the adults. The rest of the tank is packed with java moss to save the fry. My endler tanks are far larger because they fill a small tank so quickly.

I have about 30 females in a 10g tank with 2 fiddler crabs. I've actually only got about 7 gallons in it because of the crabs. Never had a problem, and of my 5 tanks it's consistently the cleanest.
 
Thanks everyone ,have decided to keep 5 males and some cerry shrimp.
