are you talking about Axolotls, if so they can, but they never life very long at the salamander stage, in offer words it not good for them.

If you want something sinular, there always the Tiger Salamander.

no they cannot (naturally). they are a species of salamander which does not mature beyond the larval state. you can bring the metomorphasis about artaficially by injecting them with thyroxin (a hormone produced be the thyroid gland).
