My lighting and substrate aren't adequate, it seems. I have a 1WPG fluorescent bulb and gravel with no nutrients. I don't have a CO2 device or anything. Would it be worth it to grow live plants or should I just stick to plastic plants?
 
Yes, you could still grow certain plants, but not many...

I would suggest trying java moss and java fern with those stats but I can't gaurentee anything. Maybe someone else could suggest a few other plants.
 
I had java fern, anubias, moss and banana plants in a 0.8wpg tank. No special substrate, co2 or ferts.
 
I had some vallisneria a couple of years ago, but my fish destroyed it all the way down to the root. Some grew yellow, what would yellow mean, lack of nutrients/light?
 
It really depends on the size of your aquarium. How large is your tank? If it's less than 15g, then probably mosses, anubias, and java fern are probably your best bet. If you tank is 15g or larger, then you can get away with quite a few more plants. There is a list of easier to keep plants in my signature, just click on that. George posted an extensive list I made a while back. Consider adding rootabs to the substrate. They are inexpensive, and work very well for 3-4 months before they need to be replaced. Any plant that feeds via its roots will benefit. Low-light aquariums can be some of the prettiest out there, IMO
