Can I Cycle The Tank Like This?

I have a new 30 litre tank and I want to cycle it. I also have a 70 litre community tank in the house. Can I put the new filter into the old tank to cycle the filter? Will this work and if so how long will it need to be in there?

The new filter will need about 6-8 weeks to be able to handle its own tank. Your best bet is take out 1/3 sponge/media from the cycled filter put it in the new filter and tank then do a fishless cycle should be done in 20-30 days
