It's the Butterfly-Goby Waspfish, Neovespicula depressifrons. It can do well in a brackish to marine aquarium, SG 1.005 upwards when young, and ideally around SG 1.010. Not delicate, but is a finicky feeder. Initially at least you will need to offer river shrimps, earthworms and so on; once settled, it will eat bloodworms and all the usual meaty foods.
Maximum length is about 8-10 cm, so you'd probably want at least 100 litres for this chap.
Could be kept alongside Sailfin Mollies for example, and the latter would turn flake into live food!
