Bubbles on the surface...

I have a 2.5 gallon tank at work and the surface of the water is covered with bubbles, they arent building up, and I thought they would just go away, but they are steadily covering the top of the water. I was wondering if that was ok, or if there is something I could/should be doing... The 2 fish seem to be doing just fine.... and the food doesnt have a problem getting into the water... any thoughts?
 
what kind of fish are they? If one is a betta, it is building a bubble nest. Thats what they do ;)
 
My 2 gallon Explorer tanks do the same thing. I think I could be overdoing with the dechlor and all the airation. Could that be what's going on with yours?
 
of the two fish are they male and female im presuming that one is female tho the male would build a bubble nest on his own. i suggest that once he starts beating her up that you take her out and put her in a differnt tank.
