Bubbles And Scum

Hi, 2 questions for my betta tank.

1. My betta is making bubbles in all these random areas in the tank. I mean, if you look up from the bottom of the aquarium, the surface of the water looks like the night sky (with the bubbles being the stars)! My aquarium has a low current, so the bubbles don't move at all. What's happening, why's he making all these bubbles in random places?

2. For a long time(even since before I got the betta, when just shrimp lived in the tank) There's been a weird milky-coloured translucent scum on the top of the surface of the water. The shrimp seem to enjoy 'eating' this stuff :sick: . Does anyone know why the stuff is there?
 
My betta makes bubbles all over the top, as well. She is a female! I have no idea what the deal is except I notice that she is extremely aware of her surroundings and very interactive. Maybe she's too busy to sit still and make her bubble nest. She's being moved to a different tank w/a filter. Hopefully she still makes the occasional bubble.

Do you have a filter in the tank? When I first set up my betta tank it had that stuff. After about 3-4 water changes and also having the filter up and running, the stuff went away.
 
Put carbon in your filter, my mum had this problem and it cleared up after a few days with carbon in there.
