Yesterday I accidentally broke the heater in my brothers fish tank that contains 3 dwarf puffer fish, i think thats what they're called. Anyway, i just put the tip of my finger in there and the water is kind of cold.

Can i just go to some pet store and buy a new one?

yes, have a look at the old one and see what wattage it is, a replacment will be around £25.
In the mean time turn the heating on full in the room, fill a plastic bottle with hot water (not boiling) and drop it in the tank and wrap the tank with blankets or towels.

Once you have the new heater, you will have to keep checking the temp and chenging the setting untill it is at the desiered temp.

Did the glass break , if so your lucky all you felt was cold water . You unplugged it, right .I would follow RobbieM's advice , getting many heaters to the desired temp can take awhile of adjusting the control . don't worry
