The quick answer is to get 6-8 juvie angels, grow them out & wait for a pair to form. Pull the spawn & put it in a seperate tank. Once they hatch, feed freshly hatched bbs.

Before you even think of breeding angels, as well as any other fish, make sure there is a market for them. Then make sure you have enough tank space. Angel spawns average between 300 to 600 eggs. At 1/2 to 1 gallon per fish to get them to a sellable size, you need some tankage dedicated to just angels.
