Breathing at top

I currently have 4 neon dwarf rainbow fish, 6 Red Serpae tetra, 1 Syno Eur., and 2 Rubber Lipped Plecos.. Everything was fine yesterday but now ONLY the rainbow fish are breathing at the top. The rest of them seem to be breathing harder than normal.

Should I do a water change or what?

My water params are:
Ammonia 0 PPM
Nitrite 0 PPM
Nitrate 5-10 PPM
Ph was 6.8 a few days ago and has lowered to 6.5 since I upped the CO2 mixture.
I haven't changed anything in at least a couple days so I don't whats going on.
My kh is like 2.4 so my CO2 concentration is about 22 and I've read there shouldn't be any problems till above 30.
 
I checked my nitrite again and it was .1 so I'm doing an immediate water change.
 
They seem to be doing better now.. I don't want to add an airstone because my tank is planted.. Either way my plants are starting to pearl again so that should help.
 
Too much co2?? some time it will occour will co2 is off the chart and fish will swim up to the surface for oxygen. So just toss down a pump or air stone and they befine.
 
I don't see how it could have been too high it was like 22 PPM. Their doing better now so I feel better.
