Brackish Water Readings

Hi Again!

I'm very glad for the input I've had so far... :D
I recently tested my tank water with Mardel 5 in 1 test strips, which have given me pretty consistent readings so far. My pond tank is hard water and brackish, with a fine sand substrate. Are these readings good or bad?
NO3: 20
NO2: 0
Total Hardness: 425
Total Alkalinity: 180 *( Test strip shows blue, but guide is in green, so going with shade rather than color.)
Ph: 8.0

I tested before I did my water change and "vacuuming" the rocks and sand. (I do weekly 25%-30% water changes because I have messy tank occupants.
Every once in a while, the NO2 count goes up to 0.5, or the NO3 will go to 40, but not both at the same time. Is this normal?
