If it looks as though it hasnt been battered to death then yes. German rams are territorial and can fight so I hope your tank is big enough for 4. They also need quite a high temperature of 82 - 86 ° F (28 - 30 ° C),and crystal clear water conditions or they tend to get sick.

I have kept German rams in the past and they can be tricky of the tank is either too small or is over crowded. I found it wasn't so most being territorial but the rams having small fish syndrome and trying to pick on anything bigger than itself (obviously didn't work as one dy I came in to my normally very very placid gold gourami head-butting it to death. must of had enough)
 
They're best going into a tank that is well matured, i.e. has been cycled AND has had fish load in it for some time i.e. a couple of months...

They are known to be quite fragile, I got 2 a long time ago when I first started the hobby and lost both...if I want rams in the future I will go with Bolivians as they're much hardier, but that's just me :)

ALso bear in mind you need a low pH for them ideally, which will help...
