How do i treat this before adding it to the tank? I want it to release tannins in the tank to lower the pH, so i don't want to boil it all out.

Also, if i use carbon in the filter, will this only remove the tannin colour, or also counteract the pH lowering effect?

Well if you want the tanins just out it in your tank straight away, but prepared for it to get quite dark.
