Blue Ram Problems

Hi,
I got 4 blue rams about 3 weeks ago and they all looked fine but then today i noticed one of them was sitting on the bottom of the tank gasping a little. None of my other fish seem affected in anyway, so i removed him to a seperate tank on his own but now im worried about my other fish because the last time i got rams they had ich and it ended up killing everyting in my tank. I also did a water change 2 days ago so its not high Nitrite or nitrate levels. Anyone have any suggestions.

5 Black cardinals
2 small Clown loach
2 julii cory
3 small SAE
4 small blue rams
5 amano shrimp

Nitrite 0
Nitrate 10 - 25
GH 6
KH 3
PH 6.6
Temp 75f
water changes 25% a week
 
Whats your ammonia at? Just because you did a water change doesnt mean theres 0 nitrites. Do a water test and see what you get.
 
not sure what my ammonia is i need to get a new kit for that but my PH is low which is an indication its not ammonia(ammonia being a very strong alkaline). As for the others the readings above are tests done today. If it was water conditions though would it not be effecting all my fish, because this has come on quite sudden.
 
What is the pH, KH of your tap? Do you ever notice the pH drop in the tank?
 
Need water stats to rule water quality out, but heavy breathing can mean a number of things like parasites to bacterial infections, what do the gills look like are they pale red inflamed, escess mucas on them.
