Not sounding to good do you mean pale, noticed any flicking and rubbing against objects, any laboured breathing, check the eyes o see if you can see white specs on them, also has he gone skinny with not eating.
Can you also post water stats in ammonia, nitrite, nitrate, and ph, size of tank in gallons how many fish and which type.

Do the eyes also have this small hemorrhages around the eyes.

umm my nitrate is like at 1
yes its pale and it hasnt been eating but it dont seem that skinny
what are hemorrhages?
i keep 2 other parrots with it and a giant gourami
they dont have anything wrong with them
i move my parrot to anoth tank just to be safe

This is a very wierd one. I have never heard of a fish having red, bloodshot eyes before (he hasn't been drinking or somking pot has he?). Ok back to being serious, i just couldn't resist. I've looked through all my bookmarked pages on fish health and even searched the web but haven't come up with anything. Not eating is also a general sypmtom, telling you something is wrong, but not what it is. This is why getting some extra information from you is very important to help wiht the diagnosis.

Ok, first of all, we need to know your ammonia, nitrite, nitrate, and pH levels in your tank. Go to a local pet store, and they will test your water for free if you don't have a kit (but i strongly recomend you buy a good master test kit. Aquarium pharmisuticles makes a very good Master Test Kit.

Does the fish look at all bloated, are the scales sticking up, have you noticed the other fish bullying him, noticed any flicking and rubbing against objects, any laboured breathing, and check the eyes to see if you can see white specs on them.

Hemorages means does it look like he is bleeding around his eyes.

Ok, first you had said nitrate, then switched to nitrite. In a healthy tank, there will be zero nitrites. This is definately stressing out the fish (it is atleast adding to your problems). Begin doing daily 25% water changes. If possible, for the next couple of days, do two a day, one in the morning, one at night, just to get a jump on getting these levels down.

If you look at the gills, does there seem to be excessive mucous?
any little parasites?
what color are the gills?
Have the fish been scratching on things in the tank?

If the gills are sticking out and the eyes are red it could be a parasite, you will have to give more info on water stats, is the fish laboured breathing or flicking and rubbing, twitching or shaking in position.
